where can i find software to be able to call a phone from my computer’s internet connection?
i found this one thing before that was basically a phone software for the computer. you can use it to dial a phone number, talk to someone on the other end of that connection for up to 5 min (unlimited if you pay for services) and it has voicemail.

nor would i ever use skype
If your not wanting to pay for it, then your screwed, Skype is by far the best. It has to be a VOIP, im assuming you dont know what that means. VOIP means voice over internet protocol. It is the only way to call a cellular device.
